L'architecture extérieure de l'édifice, dont la construction s'est terminée en1874, s'inspire du Capitol des États-Unis, à Washington D.C. L'intérieur, cependant, regorge de renseignements, d'œuvres d'art et d'information historique propres à la Californie. Très peu d'endroits intérieurs sont interdits au public. Les visiteurs peuvent circuler librement dans la grande salle du conseil dans laquelle les projets de loi californiens sont adoptés. Quarante fauteuils, un pour chaque sénateur, sont disposés sous un énorme lustre, réplique électrique du lustre à gaz d'origine. Si le sénat siège au moment de votre visite, prenez place un peu à l'écart et observez l'histoire s'écrire tandis que les lois sont adoptées ou débattues. Pour approfondir davantage la riche histoire politique de la Californie, prenez le temps de visiter le musée. Les espaces les plus importants se trouvent au rez-de-chaussée et au sous-sol. Visitez les bureaux historiques, aujourd'hui restaurés, du gouverneur et du trésorier de l’État et faites le tour de l'impressionnante collection d'œuvres d'artistes californiens. L'aile ouest et l'annexe est exposent plus de 50toiles illustrant des scènes californiennes, de même que des murales, des meubles et des statues. Admirez aussi la collection d'œuvres d'art contemporain. Chacun des sénateurs en poste choisit un artiste contemporain de son comté dont les œuvres sont exposées dans les bureaux qui se trouvent derrière la salle du conseil. Au cours de votre visite, observez les thèmes et les motifs essentiellement californiens qui décorent le bâtiment. Les grizzlys, la déesse Minerve et les scènes relatant le passé et le futur de l'État sont représentés dans des murales, des mosaïques et des bas-reliefs répartis dans tout l'édifice.Des visites guidées permettent d'obtenir des explications détaillées et enthousiastes sur divers éléments. Elles ont lieu toutes les heures, à l'heure juste, et comprennent souvent le visionnement d'un court métrage. Le sous-sol abrite de nombreux restaurants et une boutique de cadeaux. Le California State Capitol est situé à l'extrémité ouest du Capitol Park. Il est possible de trouver des espaces de stationnement avec parcomètre sur la rue ou de profiter de l'arrêt des autobus Amtrak à proximité.
