I didn't get my deposit back and I am confused because it was supposed to be immediately released upon check out

The first room we booked was a standard king, and when we got inside, the bed was made, but they had not cleaned the bathroom or any of the countertops. Everything was full of hair and fingerprints. So, we switched rooms, and when we got there, it smelled very strongly of weed. We then asked for a new room again, and the front desk attendant was very rude and was not responsive to our problems. They said we only get three complimentary room switches, and then we have to speak to management, but we weren't being dramatic; the rooms were not clean. The last room was clean, but everything was old and not well-kept, and it had a smell. Would not stay there again.
