I believe there should be an effort to put people with dogs in one building to keep the noise level agreeable for others who have no pets or quiet pets like cats.
Between the dogs and the loud music next to the room I had it was VERY difficult to get rest or hear tv unless I chose to act inconsiderate like the neighbors and put volume of tv up as loud as it would go. I did do that several times till they finally go the mesage.
The walk ways and stairs are unsafe once they become wet. Adhesive strips that allow track should be placed at least on stairs before someone falls.
