The property wasn't the cleanest, but that is more due to the age of the property rather than the staff not cleaning, which they were diligent in doing. The staff could not communicate in English, which made it hard to understand any of the rules and extra charges, such as towels for the shower. The neighborhood around the hotel has many homeless people, but I know Japan is relatively safe and this didn't bother me as much as it might have in another country.
