I have stayed here on four different trips for work. The location is pretty good, walkable from the station even with heavy roller bags. The property itself is very run down, but that is reflected in the price. If you are fine with chain restaurants there are plenty of places to eat. But, if you are a foreigner (even if fluent in Japanese) you will likely have a bit of trouble eating at many of the local spots as they will refuse to serve you. Mito is just sort of like that. The staff was excellent and tried their best with us not being able to speak Japanese. Cleaning staff were very good and replaced the sheets/towels every day on time. However, the hallways, elevator, and rooms were in unacceptable condition. Most of the carpets just need to be replaced in the hallways. The elevator just needs to be cleaned. The room's utilities work, but everything is yellowed from smoke and decay. There were burn holes in the curtains and the whole room smelled of smoke.
