I was on the North side of the Miami River pointing my camera South East. I found plenty of parking for a reasonable price. Best time if you want lots of action would be Friday or Saturday night. For a more desolate nights I would recommend Monday thru Thursday night. Here you will find an incredible amount of photography opportunities to shoot for. While like any big city you will find a few homeless folks, the place was very clean and very well kept.
